Post-Processing: Straightened, and reduced blue haze with a preset software filter.       Extra Info: I don't have a name for this sort of balance only that my eye says it is.
This is a foot bridge over a city river. To my eye it balances itself with the two parts of the bridge, the two buildings and the balls balance with the blue lights.
The photo is taken from a boat.

A vibrant image, perfectly exposed and great focus. IMHO, it is too busy, without a distinct point of view, thus I find my eye wandering all over the image.

Like the point of view and nicely controlled exposure.

I think you've done a fine job of balancing the dark and the light portions of the bridge, and the curved structure does well against the square shapes in the background

Nice catch. I think the line of balls along the top and the line of blue lights give this image the balance.

Very striking and surreal - looks like a giant sea monster invading the city. The blue lights (or are they really white lights that produce blue color fringes?) do add to the balance, but to me they seem incongruous and distracting from the more interesting shapes and colors above.

I do think it is balanced, but I find it interesting that you didn't mention the reflections as a balancing element, which I feel is major contributor. imagine if it was just black or dark area where the water is... btw I see this an asymmetrical balance, with components of symmetrical. Well done!

I'm stretching to see the balance aspect though sense you've achieved it. The unique subject will help push it up in my votes.

What you have is a balance of shapes as you suggest. The way to look at it is to consider what one (would look like if the other were not included in the photo. The free form bridge on its own would not have the same impact without the hard square buildings which give our brains some immediate reference and comparison. Well done.
